Is it possible to apply primer on stale paint

Old paint is a poor base not only for priming, but also for applying other material on top of it, so working with such a surface is not recommended. The old layer may lag behind after a while, and repairs will have to be done from the very beginning.

It is necessary to clean off the entire layer of old paint with a spatula or other convenient object, but intense mechanical stress should be avoided, as deep scratches and pitted holes should be smoothed out with putty. Only after complete cleansing is a primer applied.
